REGULATIONS OF THE INTERNATIONAL SHORT FILM COMPETITION 2010

1. DATES AND PLACE : The 27th Festival Tous Courts will take place in Aix Area from 22nd to 26th november 2010 in and from november 29th to december 4th 2010 in Aix-en-Provence. It is organised by the Rencontres Cinématographiques d'Aix-en-Provence, at the address : Espace Forbin - 1, Place John Rewald, 13100 Aix-en-Provence - France.

2. CONDITIONS OF ADMISSION : The International Short Film Competition is open to fiction, animation, documentaries and experimental films on 35 mm & 16mm prints with optical soundtracks, and Beta NUM and Beta SP Pal tapes. Running time must not exceed 30 minutes and films must be completed after January 1st 2009. Commercial films won’t be accepted. A film can only be submitted once to the Festival Tous Courts committee.

Warning ! There are two dead lines for the submission wether your film was completed in 2009 or in 2010 :
For the films completed in 2009, the deadline for entries is May 15th 2010 (extended until June 15th 2010). The PDF entry form of the on-line submission, printed with date and signature must be sent to the festival office with 2 DVDs of the film (one of them is for the Film Market) and must be postmarked May 15th 2010 (extended until June 15th 2010) at the latest.
For the films completed in 2010, the deadline for entries is July 15th 2010 (even for films that are not entirely completed). The PDF entry form of the on-line submission, printed with date and signature must be sent to the festival office with 2 DVD of the film (one of them is for the Film Market) and must be postmarked July 15th 2010 at the latest. The films that were not completed at the time of their submission (provided that the entry form reaches us before the deadline, i.e. July 15th
2010) must be postmarked to the festival office August 14th 2010 at the latest.
Only duly completed and submitted to the Festival on-line entry forms will be accepted. An e-mail will be sent as confirmation of registration when all the necessary documents are received.
The title, name of director, running time, film gauge must be written on each DVD. DVDs of foreign film using a language other than french must be either subtitled in french or in english (even if the original language is english). Films without subtitles must imperatively be sent with a dialogue list in french or in english (even if the original language is english). For the Film Market, a DVD subtitled in english is deeply recommended for non english language films. The production allows the festival to keep the preview DVD for the video library of the RCA. Those dvds will not be used for public commercial or no-commercial screenings and will not be copied, except if allowed by the entitled.
People who wish to have their DVDs sent back after the festival should send an envelope with their address and a postal reply coupon for a value of 5 euros, apart from the DVDs of the selected films that will remain in the festival archives.

4. SELECTIONS : The selections will take place in Aix-en-Provence between March and September 2009, on DVD only. A director can submit several films at the same time, yet only one of them may be selected by the committe. Every person submitting one or several film(s) to the Competition will be informed on the committee decision after October 15th 2010 by post or e-mail. The decisions taken by the selection committee are final and won’t need any justification.

5. PUBLICITY : If the film is selected, the festival may ask the production a picture of the film in 300 dpi 3Mo as well as an HD film extract. The production allows the festival to use pictures and less than 3 minutes extracts (image and/or sound) for the publicity of the festival (teaser, website, press, TV, internet, radio). The production allows the communication of the following informations in the catalogue: telephone and fax number, address; e-mail.

6. INSURANCE AND TRANSPORTATION : The Festival subscribes to an insurance policy which covers the film prints in its premises and during return transport. In case of theft, loss or damage during this period of time the Festival can only be held responsible for the cost of the film print. The festival takes care of the transport (both ways) between the Agence du Court Métrage in Paris and Aix-en-Provence and only the return transport of films coming from elsewhere. For foreign films, only the cost of return transport will be borne by the Festival. If heavy customs duties need to be paid during the shipment to Aix-en-Provence, these will be charged back to the sender.

7. PRIZES : An international jury of four to seven members will award the following prizes : the Great Prize, the Jury Special Prize, the Fujifilm Prize and the Best Original Soundtrack Prize. Five other prizes will be awarded : the Cinécourts Prize, the Festival Tous Courts TV Prize, the Youth Jury Prize, the Audience Prize and the Régie Culturelle Régionale PACA Prize. These prizes may be modified and more prizes may be created during the year.
The Prize-Winners contract to mention the prize, attributed to their film by the 28th Festival Tous Courts, on every communication media (press kit, filmography, etc.) They also contract to mention with the credits of their next film :
This film has been made with the support of  ”Names of the Festival Tous Courts prize partners”.

The winners must use their prizes in kind within the 12 months following the Festival. Under no circumstances will the winners be able to exchange the prizes in kind for their cash value.

8. SHORT FILM MARKET : Unless otherwise stated by the director or producer, all the films sent for the competition will be listed in the catalogue of the 12th International Short Film Market which will be held in Aix-en-Provence from november 30th to december 4th 2010. This catalogue contains short descriptions of the films and technical information, along with production and distribution addresses and phone numbers. The DVDs of the films will be available for viewing at the Market where international buyers are invited (no fee requested). For the market a DVD subtitled in english is deeply recommended for non english language films. The international short films market is held thanks to the support of uniFrance and the Procirep.

9. SPECIAL DISPENSATIONS – CONTENTIONS : only the board of directors of the Festival Tous Courts is entitled to grant special dispensations and settle questions which are not provided for. The submission to the Festival requires the full acceptance of these regulations. Any contention related to the implementation of these regulations will be submit to the Aix-en-Provence Court, the applicable laws are the Laws of the French Republic. According to the article 27 of the “Informatique et Libertés” (computers and freedom) french law, you have an access to correct your data and we are the only ones able to consult it.
